Retraction procedure

This procedure was adopted in accordance with the recommendations of the Committee on Publication Ethics (COPE ) .

A retraction is a mechanism for correcting published information and alerting readers that a published scientific article contains serious flaws or erroneous data that cannot be trusted. Data inaccuracies can be the result of both accident and deliberate violations.

A scientific article retraction is used to inform readers about cases of duplicate publications (when authors submit the same material to multiple publications), plagiarism, and concealment of conflicts of interest that may have influenced the interpretation of data or recommendations for their use.

The main purpose of retracting a scientific article is to correct and ensure the integrity of the information published in the journal.

The main reason and basis for the retraction of an article is a violation of the journal’s ethical principles, set out in the sections » Publication Ethics and Editorial Policy » and » Academic Integrity and Ethics Policy «:

  • The presence of illegal borrowings of the text in a significant amount;
  • Duplication of an article in several publications;
  • Detection of fabrication or falsifications in the article (for example, for experimental research data);
  • Identification of serious errors in the article (for example, incorrect interpretation of results) that call into question the scientific value of the material;
  • Incorrect composition of authors (the list of authors includes persons who do not meet the authorship criteria);
  • The authors have a hidden conflict of interest (and other violations of publication ethics);
  • Reprinting of the article without the consent of the author;
  • Other violations of the journal’s ethical principles.

The reason for withdrawing the article is:

  • Author’s request for retraction of the article;
  • Submission by the editor-in-chief of the journal.

Procedure for retracting an article:

1. The decision to withdraw an article is made by the editorial board of the journal upon submission by the editor-in-chief of the journal. The submission must contain information on the existence of grounds for withdrawal of the article specified in these current rules. The decision to withdraw the article is made taking into account the response of the author of the article, justifying his position on the issue of withdrawal of the article (provided that this response is received).

2. If the author/author team considers it necessary to retract the article, they shall contact the editorial office, explaining the reason for their decision. The editorial office shall respond to the authors and may:
a) reject the request for retraction, explaining the reason for their decision;
b) suggest that the authors publish corrections;
c) if there are grounds, recommend a complete retraction of the article. In this case, the editorial office shall carry out the retraction independently.
The decision on retraction shall be made by a majority vote at a meeting of the editorial board. The meeting shall be held once a month (on the last Friday of the month). The meeting may be held both offline and online.

3. If the editorial board decides to withdraw the text of the article based on its own expertise or information received by the editorial board, the author/author team is informed about this and a response is expected from the author. If the author/author team ignores the editorial board’s request, the editorial board has the right to retract the publication without taking into account the author’s opinion.

4. The decision to withdraw an article is formalized in the minutes of the meeting of the editorial board of the journal.

5. Having decided to withdraw the article, the editorial board indicates the reason for the retraction (in case of detection of plagiarism — with an indication of the source of borrowing), as well as the date of retraction. The article and the description of the article remain on the journal’s website as part of the corresponding issue of the journal, but the electronic version of the text is marked with the inscription “WITHDRAWN” and the date of retraction. The same mark is placed in the article and in the table of contents of the issue.

6. The editor-in-chief of the journal draws up the minutes of the meeting of the editorial board of the journal, which indicates the date of the meeting, the composition of those present, the results of the examination, the reasoned decision and the completed form:

  • Author’s full name and article title
  • Title, volume, issue and year of publication of the text being retracted
  • Initiator of the article retraction
  • Reason for withdrawal of the article and date of decision
  • Link to the page on the publication’s website that provides information about the retraction
  • Article source data and DOI
  • Topic of the article

7. The author (lead author in the case of collective authorship) is sent the minutes of the meeting of the editorial board of the journal with a statement justifying the reason for the withdrawal of the article.

8. The editorial board of the journal, simultaneously with the decision to withdraw the article, may decide to impose a ban on accepting articles from the author of the retracted article for publication for a certain period.

9. Information about the retraction of an article is posted on the journal’s website.

10. The appeal is considered by the editor-in-chief within 14 days.

Consequences of retraction:
– the retracted article remains in the archive of this scientific publication with the appropriate designation;
– the retraction is notified to: the authors of the article; indexing databases; scientometric databases; the interested scientific community.

Authors have the right to:
– receive a detailed justification for the decision to retract;
– file an appeal against the commission’s decision;
– publish a comment on the decision to retract.
